The New York Post published an article titled:  Speakers at Detroit Jew-hating conference, including pair of terrorists, demanded Israel’s extinction: ‘need to be taken out’.  The article reports in part:
  
Nidal Jboor, a Michigan-based doctor and anti-Israel activist, was among a bevy of speakers who openly called for the murder of Jews. “We all know who they are — whether they are in Israel, Tel Aviv, in Washington, in Germany, in Europe,” he said. “They need to be locked up. They need to be taken out. They need to be neutralized."  The event called People’s Conference for Palestine was held in Detroit August 29-31.

Under Michigan law, a doctor could face severe professional and legal consequences for publicly calling for the death of certain citizens, including the revocation of their medical license. Grounds for disciplinary action

Calling for the death of citizens would likely be seen as a direct contravention of a physician's duty to "do no harm".

•    Unprofessional conduct: The code broadly defines unprofessional conduct, and making public calls for violence would almost certainly fall under this category.

•    Lack of good moral character: Being convicted of a crime or engaging in behavior that demonstrates a lack of good moral character is grounds for disciplinary action. 
Potential criminal charges.

In addition to professional disciplinary action, a Michigan doctor who publicly calls for the death of citizens could face criminal charges, as the statement could be considered a form of incitement.

•    Ethnic intimidation: While Michigan does not have a "hate speech" law, it does have an ethnic intimidation law. Threatening behavior that is motivated by characteristics like religion, race, or ethnicity could be prosecuted as a felony.

•    Threats of violence: Depending on the specific content and context, such a statement could also be prosecuted under Michigan laws regarding threats or incitement to violence. 

No protection under "free speech."

Though a person does not "sacrifice their free speech rights when they get their medical license," those rights are not absolute. The state has a compelling interest in protecting the public from harm. In the case of a doctor calling for violence, a court would likely find that the state's interest in public safety and regulating the medical profession outweighs the individual's claim to protection under the First Amendment. 

How to report a violation.

To report a doctor engaging in such behavior, a person can file a complaint with the Michigan Department of Licensing and Regulatory Affairs (LARA). LARA's Bureau of Professional Licensing would investigate the matter to determine if disciplinary action is warranted.
